How do i find out the legal owner of a car if i have his license plate number and VIN?

I found a car online and have spoken to a person saying he is the owner. The car is well below market value and i would need to travel a bit to pick up the car. the person i spoke to has asked that i either wire the money to him or give him cash. He is’nt willing to accept a cashier’s check.this makes me feel a little uneasy as i wouldnt know exactly who i am handing over a chunk of money too. So do i smell a scam or is it really a great deal that really is too good to believe? I’d just like to know if there are any online sires where i can check so i dont get scammed.
Check it thru the DMV. I am not sure if you can run it online or not, but you can call the police to see if the car has been reported stolen.
I had a car stolen, I just bought it and left the title in the glove box. It wasnt put in my name yet. But when they went to register the car, a year later, it flagged it. They filed a lost title under the previous owners name.
I would say this is a scam, especially since they asked to wire the money. But people are also aware of fake cashiers checks being passed.

If the guy or the car is over sea’s that’s an automatic scam. Don’t pay ANYTHING until you have seen both the supposed owner and the car. Also, make sure their name is on the title and not someone elses. Have them sign a Bill of Sale and make a copy for yourself and them. Otherwise if something else is suspected, run a VIN check (www.carfax.com) and see if the car has been reported stolen – or if there were any other major occurances with this vehicle. It also wouldn’t hurt to bring the car to a mechanic, offer to pay $20-40 or so for him to verify it is mechanically sound. If all this checks out, the car is fine.

You can call your local police and ask if it is stolen, or if it came from "Katrina" and is water logged, or you can take down the information you received from you and take it to your local DMV…

IT’S A COMMON SCAM, RUN AWAY. It’s done all the time, people take pictures of a car that isn’t theirs and then advertise it on line. Sometimes people actually send the money only to find out the car doesn’t exist, and you can no longer find the seller…..if it sounds to good to be true it probably is. You may want to report this to the local police in the town where the car is advertised.
